George Ryan

On April 17, 2006, a federal jury in Chicago convicted George Ryan on 18 corruption charges related to receiving illegal cash payments, gifts, vacations, and personal services for himself and his family while serving as Illinois Secretary of State (1991-1999) and as Governor (1999-2003). Ryan's secretary of state office was the focus of the federal 'Operation Safe Road' investigation, which uncovered a bribes-for-licenses scheme.
On September 6, 2006, U.S. District Judge Rebecca Pallmeyer sentenced Ryan to six and a half years in federal prison and ordered him to pay $603,348 in restitution. He served his sentence beginning in November 2007 and was released in 2013.
George Ryan died at age 91 on May 2, 2025, with the corruption conviction still standing as part of his historical record alongside his moratorium on the death penalty in Illinois.
