
Bob Packwood

The Senate Select Committee on Ethics inquiry into Senator Bob Packwood (R-OR) began in December 1992 and concluded in September 1995. The final Ethics Committee report determined that Packwood engaged in a pattern of sexual misconduct, making at least 18 separate unwanted and unwelcome sexual advances between 1969 and 1990 — with victims being members of his staff or individuals dependent on his power. Packwood was chairman of the powerful Senate Finance Committee at the time.
Packwood initially turned over 5,000 pages of his personal diary to the Senate Ethics Committee. The Committee subsequently discovered that Packwood had EDITED the diary to remove references to sexual encounters and evidence of misconduct. When the Committee demanded an additional 3,200 pages, Packwood resisted and was subsequently investigated for obstruction.
On September 7, 1995, the Senate Ethics Committee voted unanimously to recommend Packwood's EXPULSION from the Senate. On September 8, 1995 — one day later, before the full Senate could vote on expulsion — Packwood resigned. He left the Senate on October 1, 1995. He remains the most recent senator to resign under threat of expulsion for sexual misconduct.
