On August 3, 2021, New York Attorney General Letitia James released a 168-page independent investigation report that concluded Governor Cuomo had sexually harassed eleven women — nine of whom were state employees — through unwelcome touching, groping, and offensive comments creating a hostile work environment. The report found Cuomo's conduct violated federal and New York State law.
The Attorney General's investigation also found that the governor's office sought to retaliate against accuser Lindsey Boylan after she went public with her allegations.
On January 26, 2024, the U.S. Department of Justice settled with New York State, with the federal settlement formally concluding that Andrew Cuomo had sexually harassed state employees and that subordinates retaliated against accusers.
On August 10, 2021, Cuomo announced his resignation as Governor of New York, effective August 24, 2021. He continued to deny all allegations.

Listed in Epstein's address book on page 30 ('Andrew & Kerry Kennedy Cuomo'). Epstein extended an October 2014 island invitation to Cuomo through real estate developer Andrew Farkas; Cuomo declined and stated he did not know Epstein. Cuomo is not on the David Rodgers flight logs (1997-2005).
Presence in a released document does not establish criminal wrongdoing. The DOJ's February 14, 2026 letter to Congress notes that names appear "in a wide variety of contexts."
